July 2, 1990

Hr. Nichael Ruffin, County Hanager
Cabarrus County
P.O. Box 707
Concord, NC 28026-0707

Dear Nike:

In a regular meeting on June 28, 1990, the Cabarrus County Parks
and Recreation Advisory Commission took action on the following items.

The Advisory Commission reviewed and revised the proposed Haster
Plan Procedures and Selection Process. The Commission expressed the
great need to work very olosely ~ith the Park and Recreation Consultant
in the design of this master plan. The Advisory Commission also would
like to seek representatives from the following groups in the preparation
and design of the Naster Plan~ Cabarrus County Planning Departmen:~
Cabarrua County and City of Kannapolis Boards of Education and Cabarrus
County Board of Commissioners. The Advisory Commission is greatly
concerned about the December loss of three experienced Advisory Co~mission
members (Rick Huneycutt, Donna Davidson and Toni Troutman). Without
these three members, the Advisory Co=ission will have only three members
out of the ten member board with more than one year of experience on
the Advisory Comission. The Advisory Commission would like to request
a temporary six months extension of their appointment for thom to
participate in the development of the master plan. I have enclosed
for your review a corrected proposal that has been sent to over thirty
consultants in the state. An a~pointed comaittee will review the
proposals in August and three finalists viii ba interviewed By the
Advisory Commission during their August 23rd meeting.

On another item, the Advisory Commission approved the postponement
of the nomination of a youth representative on the Advisory Commission
until their September meeting. The Advisory Commission's concern is
that school officials viii have a very difficult time securing nominations
during the summer months. The Advisory Commission approved for future
years the recoa~endatlon and the appointment of the youth representative
for April and ~ay of each year.
