CHARLES A. CANNON MEMORIAL LIBRARY
g? UNION STREET, NORTH

September 21, I~0

Chairman, Cabarrus County Board
of Commissioners
P.O. Box 707
Concord, NC 2B025

Dear Mr. Lentz;

In their September meeting, the Cabarrus County Library
Board of Trustees considered nominations to fiI! the vacancy on
that Board created by the expiration of the term of Margaret
Stevens of Kannapolis and the resignation of Iris Alexander
necessitated by the illness of her husband. At an earlier board
meeting, Henry Land of Kannapolis, who has served upon the
Library Board for t~e past three years agreed~ to be reappointed
for another three year term.

Following discussion and review of four candidates who had
been nominated, the Board unanimously voted to submit to you and
the Board of County Commissioners Bernice Morgan of Kannapolis
and Shelley D. Burchfield of Harrisburg. Both have agreed to
serve on the Board if appointed.

Mrs. Morgan currently is completing a final year on another
County Board. At the direction of the County Clerk, I have
advised the Library Board of Trustees that the Board of County
Commissioners normally does not allow a citizen to serve on two
beards simultaneously. In this instance, the Library Trustees
unanimously request that County Commissioners consider ~aiving
th~s policy in Mrs. Morgan's case. The Library Trustees submit
· that the overlap would exist ~or less than a year and that since
appointments to the Library Board of Trustees are not pa~d
appointments, there ~ould be no conflict from a financial
standpoint. ~inally the Trustees note that severaI Kannapolis
residents who are both supporters and users of the Library stated
that occupational obligations prevented their names being
nominated for consideration to serve on the Library Board of

Mrs. Burchf~eld is a housewife residing in the Harrisburg
