POLICY OF I-~E C.~k&RRUS COUNTY BOARD OF COM~.ISSIONERS Procedures for Appointments to Boards~ Comlttees. and Coat,stoas A. ELIGIBILITY FOR APPOINI'MESTS 1. The general policy of the Board of Commissioners shall be to limit ~embership of an individual to one official governmental board. The Commissioners, howevers reserve the right to appoint an individual to more than one board uoder special circumstances. A person serving on one board an~ receives an appointment to a second board shall automatically he'removed from the first board, unless the County Commissioners find evidence of special circumstances to justify service on two boards. 2. Except in extraordinary circumstances or where otherwise restricted by legislative authority creating or authorizing the creation of County boards, committees, commission~, or councils, it shall be the policy of the Board of Commissioner of Cabarrus County that terms of member- ship on County boards, committees, commissions and councils shall be staggered and that members shall not serve more than six consecutive years.- The preferred length of terms is three years, with terms staggered such that appointments are made each year. With three year te.r~s, aa indiwidual would normally serve a maximum of t~o terms. An individual vbose initial appointment was to fill au unexpired term shall be eligible to serve the number of full-length terms other members are eligible to serve unless prior to the time for reappointment that individual has already served six consecutiv~ years. 3. Any member who fails to attend' at least 75X of the regular meetings~ except for excused illness, or other extraordiaary circumstances, of the commission, co-~.ittee, board, or council during any one-year period shall be automatically removed from said co~=-.~ssion, committee, board, or council. Vacancies resulting from a ~ember's failure to ettend, the required number of meetings shall be filled as provided herein. The Chairman of the commission, com~dttee, board, or council will notify the proper appointing authority if a member is absent 25Z of the meetings, end an appointment will be made by the appointing authori{y to fill that Eligibility requirements as outlined above will not be applicable to ad hoc committees. Efforts should be made vhen creating new boards and co~missions and with present boards and co~tssions to consolidate e~iration of ter~s for members to expire at one time during each quarter of each year. If this can be done, it would result in less vorkload impact on both staff and County Co~ssion. C. COUNTY ENFLOYEES SERVING ON BOARDS, ETC. 1.
