NORTII CAROLINA . , <br /> <br />AG~£HE~Ff The North Carolina Division of Environmental Hana&ement (DEN) hereby <br /> agrees vith the Necklenburg County Board of Commissioners (the <br /> "Board") vhile exercising the powers of a board of health, vhich <br /> povers it has assumed and conferred upon itself by action taken <br /> pursuant to G.S. 153A-??. that Mecklenburg County viii perform <br /> vithin its Jurisdiction those functions of a rater quality <br /> management program described belov. It is understood that if the <br /> Board of Health should ever be reestablished by the Board. the Board <br /> of Health shall be the partl' responsible for carrying out the duties <br /> of the Board stated herein. <br />pURPOSE ~he purpose of this document is to describe a broad vorking <br /> agreement betveen the Board and DEM vhich viii most effectively <br /> protect and enhance the quality of rater in Mecklenbur& County. <br /> This goal vi11 be accomplished by establishing the basic functions <br /> to ~e pexfor~ed by the Board in general ter~s. The specific <br /> methods, procedures and protocols of each duty vi11 be described in <br /> the annual york plan. Lastly, it is the intent of this agreement <br /> that both parties perform their respective duties in a manner vhich <br /> provides timely communication, sharing of information and resources~ <br /> and vhich demonstrates a spirit of cooperation to best accomplish <br /> the goal of the arrangement. <br />SCOp~ DEN does not relinquish any of its responsibilities~ povers or <br /> authority by the execution of this agreement.
