MEMORANDUM

Date: October 15, i~O
To: Michael Ru~fin, Manager, Cabarrus County
From: Tom Dillard, Library Director

Subject: Renewal of Library Agreement between City of Concord
and Cabarrus County relative to public library
operations.

This is to advise you that the current agreement
between the City of Concord and Cabarrus County which defines the
administrative status of the joint public library system serving
Concord and Cabarrus County uill expire on December 51, 1~0.

The agreement was reviewed by the Cabarrus County
Library Board of Trustees in their September meeting. The
unanimous recommendation of the Library Board was to renew the
agreement in its present form with the exception that the term of
the agreemeot be set at five years rather than three years. The
Board also recommended that the agreement should be reviewed by
the legal counsels of both Cabarrus County and the City of
Concord. Any changes suggested by counsel should be resolved by
the City of Concord and Cabarrus County.

A copy of the current agreement is attached. I do
request that it be reviewed by you and Mr. Hartse]l. In that the
agreement has facilitated good access to public library service
for our citizens and in that, that access has translated into
strong use by those same citizens of the library system, I also
recommend that the agreement be renewed. As a system~ we are
certainly competitive statistically with other county systems
which serve populations of a similar size.

I have asked that the agreement be submitted to the
Concord Board of Aldermen at their next scheduled monthly
meeting which will be November B,
possible and you feel it feasibIe, the agreement be submitted to
the Board of County Commissioners for approval at their next
scheduled meeting on November 5j
