October 16, :1990 11111 [AIIIIIA

MEMO

TO: Board of Health
FROM: ~illiam F. Pilkington
SUBJECT: FY 90-91 Allocation For Child Service Coordination

Attached is a copy of a me~o from North Carolina Department of Environmen-
tal Health & Natural Resources announcing Cabarrus County's FY 90-91
allocation for Child Service Coordination (C$C) Program Funds. The
Division of Haternal & Child Health and the Division of Mental Health,
Developmental Disabilities, and Substance Abuse Services have agreed to
participate in a statewide inter-agency system of service coordination for
children from birth to age 5 with special needs. This new program, which
begins Rove~ber 1, has been adopted by the Division of Medical Assistance
as a reimbursable service under the Medicaid program.

Although th_is program will be integrated into our already existing
protocols, in many instances the health department will be the coordinating
agency for these children. This will require additional record-keeping and
billing requirements. Because of an already critical need in management
support I am requesting that these funds be used to fund a full-time Clerk
Typist III position beginning December 1. The position will provide
primary support for the CSC Program. Attached are program projactions
which demonstrate the anticipated use of funds. As you will note, in FY
90-91 this program will generate an excess of approximately $16,737.00
after expenses. FY 91-92 also demonstrates the program is self-supporting.
It is anticipated that as the program grows additional staff may be
required. The atditional revenue would support our anticipated needs.

ft

Cabattus County Public Health Oepann,er,t
P.O.
