MEMORANDUM

TO: MIKE RUFFIN, COUNTY MAI~AGER ~Q.
FROM: C.D. LYONs, C.B.A. TASK FORCE CHAIRMAN

RE: NEW APPOINTMENT TO THE TASK FORCE
DATE: OCTOBER R, 1990

The Task Force had decided that it would be to our advantage to
have someone from the news media to serve as a member. We feel
that a news media person could assist us in getting the
necessary publicity we feel we need to keep the public informed
about the service this Task Force provides.

At the Sept-mher 11, 1990 meeting, the Task Force voted to
accept Mr. Scott Verner from the the Charlotte Observer's
Cabarrus Neighbors-as a member to the Cabarrus County C.B.A.
Task Force. Therefore I am submitting his name to you to
present to the Cabarrus County Board Of Commissioners for their
approval.

I feel that.you should also be informed that we have two (2)
'vacancies on the Task Force due to the termination of Mr. Robert
Smitherman and Mr. Bill Fesperman moving out of the County. We
will need to bring someone on board to replace these two
vacancies as soon as possible. I would like'for one of those
positions to go to a high school student if possible.

'If either you or the County commissioners have any suggestions
of someone to fill these vacanoies, please do not hesitate to
call me.

Thank you for your assistance in this matter.

cc: Diane-Seaford, Liaison to the Task Force

Mr. Lyons indicated by telephone on November 14 that the Task Force was
recommending that Hr.
