Bennett
County Finance Officer
FROM: KenFoster/~~Ser¥ices
Assistant Director for Communi y

DATE: November 6, 1990
P.E: Reduction in CBA Allocations

As you are by now aware North Carollna State Government is experiencing
a severe shortfall in revenue collections during the current fiscal year.
After reducing operating costs throughout the Department Human
of
Resources
to absorb reductions imposed d6ring the 1990 Short Session the continuing
shortage in revenue collections has made it necessary to reduce even further
the expenditures in this year's budget.

Consequently, we are faced with the necessity of reducing CBA allocations
by 2.3%. Your allocation for the current fiscal year is being reduced
from $134,602 to $131,507. This equals a total reduction of $3,095.
To accomplish this reduction we are requesting that each county notify
their CBA Regional office by January 1st, 1991 as to the specific amount
of reduction each progr~un will absorb.

Unless we receive your budget reduction proposals by the January
deadline we will automatically apply a 4.6% reduction to each currently
funded program. These reductions are one time only cuts in the current
allocation and should not adversely affect any future year's allocation
level.

CBA, the Division of Youth Services and the Department of Human Resources
~incerely regret having to take this action. We know how much the CBA
programs mean to %he service delivery system for troubled youth in this
State. We will make every effort possible to work with you in finding
ways to absorb these cuts without damaging the quality of services now
being provided.
