To the extent possible, eommittee~ should be composed of persons that represent a wide range of backgrounds including those with I -interest In .the concerns of older adults and demonstrated involvement in the community. One 'third of all appointments are to be nominated by nursing home administrators. If I the administrators fail to make a nomination within 45 days after written notification, such appointments may be made by the commissioners.
