such studies/preliminary design and to assist Cabarrus County in <br />their conduct; and WHEREAS, Espey Huston has the advantage of <br />experience with the Cabarrus County airport study conducted in <br />1979; <br /> <br /> 10. WHEREAS, all appropriations, obligations and <br />disbursements for airport studies or associated preliminary <br />designs conducted by '%he firms of Wilbur Smith & Associates and <br />Espay Huston, or conducted by Cabarrus County upon the advice of <br />or with the assistance of those firms, have complied fully with <br />the aviation provisions of Chapter 63 of the General Statutes, <br />and with the budgetar~ accounting for appropriations provisions <br />of Section 159-28 of the General Statutes; <br /> <br /> 11. W~EREAS, Section 143-64.32(b) of the-General Statutes <br />authorizes units of local government to exempt in writing <br />particular projects from the provisions of Section 143-64.31 et <br />seq. governing the procurement of architectural, engineering, and <br />surveying services, by stating the reasons therefore and the <br />circumstances attendant thereto; <br /> <br /> 12. WHEREAS, upon motion, on February 27, 1989, the Board <br />authorized the employment of Espe~ Huston to conduct studies and <br />provide assistance immediately consecutive to studies performed <br />by Wilbur Smith and Associates, as originally authorized upon <br />motion on September 16, 1985, and without again announcing <br />requirements to select firms qualified to provide such services, <br />as thereafter required by the State policy of Section 143-64.31 <br />of the General Statutes adopted April 27, 1987; <br /> <br /> <br />
