C4 Media Cable

January 9, 1989 ~. c'~' '

The Honorable Board of Commissioners
c/o Michael M. Ruffin, County Manager
Cabarrus County
P.O. Box 707
Concord, N.C. 28026-0707

Re: Cable ~v Franchise

Honorable Commissioners:

It is with great regret that I must inform you that C4 Media Cable
South, Limited Partnership has decided not to formally accept the
cable television franchise awarded to us on December 5, 1988.

It is our understanding that prior to our being in a position to
do so, vision Cable secured utility company permission to construct
cable on a large number of the utility poles in the area C4 Media
had proposed to construct. We have observed that Vision Cable has
recently placed strand over a number of miles of road in the
Midland area and has also placed a small amount of cable here and
there.

Although Vision Cable's construction is rather sporadic at this
time and not contiguous to their activated cable system, they have
effectively succeeded in blocking C4 Media's construction plans.
The number of homes remaining unpassed by strand or cable is too
few at a density too low to be economically feasible for us to
construct as a "stand alone" cable system.

C4 Media is anxious to see that the residents of the entire Midland
area receive cable television service in a timely manner and we
continue to be hopeful that with encouragement from the Board of
Commissioners, the Midland community Association and other
interested residents, Vision Cable will soon provide cable
television service to all interested citizens in that area of the
County.

450 Maple Avenue, East Cable

Vienna, Virginia 22180 Cuslom('~' 8t, n'k'es
703/281-7120 I5%X: 703t255-3263 (' t ~ y l{,,t;ili~ms
