Foust <br /> <br />SUBJECT: Soil and Water Conservation Districts <br /> <br />It has been determined by the Attorney General's staff that soil and water <br />conservation districts are subject to The Local Government Budget and Fiscal <br />Control Act. The enclosed memorandum to the districts from David Sides of <br />the Department of Natural Resources and Community Development and me <br />discusses the optional ways districts may comply with the Act. One of these <br />methods would be for the distric~ to operate much as a department of the <br />county -- fully a part of the budgeting, accounting, and reporting process of <br />the county. Alternatively, a district may operate as a public authority ~ith <br />its own budgeting, accounting, and reporting systems. Distric~ officials may <br />be contacting you to discuss these alternatives.
