3. appoint a finance officer to keep the accounts in accordance with generally accepted accounting principles and the rules and regulations of the Local Government Co, lesion, to disburse all funds in compliance with the budget ordinance, to receive and deposit cash daily into a board approved depository, and to invest idle funds ss allowed in GS 159-30 (attached); and, 4. have an annual independent audit of its accounts conducted as soon as possible after the close of each fiscal year in accordance with GS 159-34 (attached). Knowing that some single-county Districts are fully or partially a part of the budgeting and accounting systems of the county, we believe and the Attorney General's staff.agreed that if all of a single-county District's funds are fully a part of the county's budgeting sad accountisg system and this system complies in all respects with the Local Government Budget and Fiscal Control act in regard to all financial affairs of the District, then the reqUirements of the Act are satisfied. In this situation the District would operate much as a department of the county and would be included aa a special revenue fund of the county in the county's audit report. Staff members from both the Division of Soil & Water Conservation and the Department of State Treasurer will be available to provide assistance to Soil & Water Conservation Districts in your efforts to comply with the Local Government Budget and Fiscal Control Act. We also expect to have representatives available st each spring area meeting to discuss this matter.
