The purpose of the ESGP program is to assist <br /> local governments in meeting the needs of homeless families and individuals <br /> who are homeless primarily due to economic circumstances. North Carolina will <br /> receive $720,000 in ESGP funds for 1989. Up to $60,000 in additional funds <br /> may be available as a result of returned grants from previous rounds of <br /> funding. <br /> <br /> The Division of Community Assistance has drafted a plan for distributing <br /> 1989 Round 4 ESGP funds and has submitted its application to HUD for approval. <br /> Major elements of the state's plan include: <br /> <br /> 1, Ail grants will be made to local, governments. <br /> Applications must be duly authorized and submitted by local governments. <br /> Local governments may contract with nonprofit subrecipients to perform <br /> eligible activities. <br /> <br /> 2. Eligible activities include: rehabilitation of shelters, provision of <br /> essential services, and the payment of operations cost relating to <br /> emergency shelter for the homeless. <br /> <br /> 3. The maximum grant amount that may be requested is $45,000 for <br /> rehabilitation activities and $50,000 for operations and services <br /> activities per shelter. <br /> <br /> 4. A local government may apply on behalf of more than one shelter and may <br /> request the maximum amount for each shelter. Note than one local <br /> government may apply on behalf of a single shelter, but the total request <br /> for the shelter may not exceed the maximums listed above. <br /> <br /> <br />
