Cabarrus County <br /> March 10, 1989 <br /> Page 2 <br /> <br /> The A/E notes to the owner that thus the A/E's consultants had <br />determined that using a few rapidly changing video readouts would be <br />more effective than the many slowly changing video readouts the owner <br />has requested; it was assumed that the video readouts would not be <br />utilized as a substitute for staff supervision. <br /> <br /> In addition, subsequent reviews of the workinG drawings by the <br />owner, during their preparation, elecited no objections to the four <br />monitors indicated on drawing E-7 prior to biddinG. <br /> <br /> Regarding financial responsibility, the owner's request to expand <br />the originally specified monitor system Go provide delayed viewing of <br />the isolation cells clearly indicates that the revision constitutes a <br />betterment to the owner, and the A/E cannot be held financially <br />responsible for a revision which the owner would have been finan- <br />cially responsible originally, had this monitor system revision sur- <br />faced prior to bidding. <br /> <br /> In addition, the owner has noted to the A/E that the cameras <br />servinG the yet to be completed administration building across the <br />street may also require inclusion into the jail monitor system, <br />necessitating further increasing of the system's capacity. <br /> <br /> Authorization from the owner for the A/E to prepare a change <br />order will be necessary to perform the monitor system work other than <br />as originally specified in the contract documents. <br /> <br /> Please notify our office of the county's decision whether or not <br />to approve the use of and cost of this revised monitor system, in lieu <br />of installing the system as originally indicated on the contract <br />documents. <br /> <br />DZ90310.2 <br /> <br /> <br />
