Executive Order 10925, as ~.mended. The Contractor will comply with the regulations promulgated by 10 CFR 1040 entitled "Non-discrimination in Federally Assisted Programs", which implements the following public laws: Title VI of the Civil Rights Act of 1964; Section 16 of the Federal Energy Administration Act of 1972; the Age DiserLmination Act of 1975; and Section 504 of the Rehabilitation Act of 1973. 9. Political Activity Prohibited. None of the funds, materials, property or services contributed by the Agency or the Contractor under this Contract shall be used in the Performance of this Contract for any partisan political act%vity~ or to further the election or defeat of any candidate for public office. 10. R..e~igious Activity Prohibited. There shall be no religious worship, instruction or proselytization as part of or in connection with the performance of this Contract. 11. Compliance with Local Laws. The Contractor shall comply with all applicable laws, ordinances, and codes of the State and local governments. 12. Property Management Standards. Use and disposition of Nonexpendible Personal Property shall be in accordance with Attachment N to Office of Management and Budget Circular A-102. Nonexpendible Personal Property_ is defined as "tangible personal property having a useful life of more than one year and an acquisition cost of $200.00 or more." The Contractor agrees, that title to all Nonexpendible Personal Property purchased with funds provided for the project described in Part III of this Agreement shall rest in the Grantee and upon completion or termination of the project for any reason such property shall, upen demand, be delivered to the Grantee. The Contractor further agrees that the Grantee shall incur no liability for incidents involving property purchased with Funds under this contract, and agrees to hold the Grantee harmless in the event that clahns are presented and upheld against the Grantee. 13. Reports and Inspections. The Contractor shall make financial, program progress, and other reports as requested by the Grantee or the Secretary of the DOE, and will arrange for on-site inspections by the Grantee or other representatives at the request of either. 14. Inventory Control. The Contractor shall develop and maintain adequate inventory and control systems in order to account for all materials~ tools and equipment purchased with grant funds. The value of Inventory shall be reported monthly on the Weatheriz~tion Assistance Progress Report. -8-
