FY 89 Agreement to Provide Professional Accounting Services to Cabarms County, North Carolina TI.lIS AGREEMENT, entered into this day of , 1989 and effective immedi- ately by and between David M. Griffith and Associates, Ltd. (hereinafter called the "Con- sultant") and Cabarrus County, State of North Carolimt (hereinafter called the "Coni]ty"), WlTNESSETH THAT: WHEREAS, the County has programs which it operates with Federal fimding, and WH~RF_,AS, the County supports these programs with support services paid from Coanty appropriated fnnds, and WHEREAS, the Federal government and the State will pay a fair share of these costs if supported by an approved cost allocation plan, and WH~I~EAS, the Consultant is staffed with personnel knowledgeable and experi- enced in the requirements of developing anti negotiating such governmental cost allocation plans, and WHF_.REAS, the County desires to engage the Consuhant to assist in developing a plan which conforms to Federal requirements and will he approved by their representatives NOW TItEREFORF, the parties hereto nmtually agree as follo~vs: 1. Employment of Consuhant. The County agrees to engage the Consultant and the Consultant hereby agrees to perform the following serwces. 2. Scoge_ of S_ervices. The Consultant shall do, perform and carry oat in a good and professional manner the following services: a. Development of a central services cost allocation phtn which identifies the various costs incnrred by the Connty to support and administer Federal programs. This phm will contain a deternfination of the allowable costs of providing each supporting service such as purchasing, legal counsel, dis- bursement processing, etc. b. Prepare indirect cost proposals for federal grants as uecessary. c. Negotiation of the completed cost allocation phm with the representatives of the State or Federal governmeat, whichever is applicable.
