Grassroots Arts Program 2 <br /> Subgrantee Application Form <br /> <br /> 4. Internal Operations Please describe briefly the major goals of your organization and the overall <br /> strategy for implementing those goals. Summarize your organizations planning <br /> process, how your organizatiolt works [6 develop the aris in ~our count~ how <br /> your o~aoization evaluates its programs and/or services, and your organizations <br /> policies and procedures for ensuring fiscal conlrol and accountabilit~ <br /> <br /> The Cabarrus County Parks and Recreation Department is dedicated to meeting <br /> the various leisure needs of the citizens of Cabarrus County. The department <br /> strives to meet these needs in two major areas= facilities and programs. Facilities <br /> are developed both by the county and with other community, organizations through <br /> a matcblng grants program. Programs are developed to meet the needs that are <br /> not being served by other local agencies, public or private. Needs are identified <br /> through contact with various individuals and group~ in the community, surveys, <br /> and recent trends within the l~isure service field itself. The department has <br /> attempted to develop a well-balanced arts program for citizens of all ages with <br /> both visual and performing arts. The staff of the department, along with varioue <br /> part-time staff, volunteers, and partieipants~ meet to evaluate and upgrade' <br /> these services. Ail Cabarrus County agencies are governed by the local government <br /> fiscal control act. <br /> <br />5, Community Involvement Please describe your orgaoizatiods efforts to actively involve traditionaliy <br /> underserved audiences (racial and ethnic minorities, senior citizens, disabled <br /> persons, institutionalized persons, economically disadvantaged persons and <br /> geographically isolaled persons) in the following areas: board and siM! <br /> development, program development, audience development and <br /> communications [publications, publicil~ etc.). <br /> <br /> Cabarrus Youth Theatre is open to all Cabarrus County youths ages 6-18. Audition. <br /> are held for each production; cuts are made only if the number of persons auditioned <br /> exceeds the number of parts available. In these cases where cuts are made, every <br /> effort is made to incorporate those persons by creating additional roles where <br /> possible, or offering the opportunity to be involved in technical theatre as a <br /> volunteer staff person. <br /> <br /> Complimentary tickets have bee~ distributed to a number of rest homes for tile <br /> elderly as well as group homes for the mentally and physically handicapped. The <br /> theatre staff works closely with these agencies to meet special needs with regard to <br /> special seating areas for wheelchairs and seats tip front for visually amd hearing <br /> impaired. Ail commun£cations for the theatre are handled by the Special Programe <br /> S~pervi~or. <br /> <br /> The Cabarrus Youth Theatre is a non-profit theatre program administered by the <br /> Cabarrus County Parks and Recreation Department. The theatre is designed to provide <br /> the youth of Cabarrus County with an opportunity to explore and enhance their talents <br /> in the disciplines of musts, drama, dance, and technical theatre. Founded in 1972 <br /> by a group of interested community volunteers, the program serves approximately 2500 <br /> performers, volunteera, and spectators each year, The theatre normally contracts a <br /> staff of 5-8 artists as technical support personnel. Plans for fiscal year 1989-90 <br /> include two shows and a reading stage) includingpreauditionworkshops for the shows. <br /> <br /> The Cabarrus Youth Theatre won the Class II Arts and llumanities Award for 1987 <br /> given by the North Carolina Recreation and Parks Society and was nominated for the <br /> regional arts and humanities award from the National Recreation and Park Association <br /> in early 1988. <br /> <br /> <br />
