Pilkington, lIealtA Director

Apr~ 20~ 1989

MEMO

TO: Cabarrus County Board of Health
FROM: William F. Pilkington
SUBJECT: Disposal of Tiros at Landfill

Last month, the Board of Health asked for more time to study the scrap
tire problem beforo making a recommendation back to the Commissioners.
Briefly, let me summarize the actions previously taken:

1987: Board of Commissioners voted to ban tires from the landfill.

11-07-88: Board of Commissioners votod to rescind action of 1987
and allow scrap tires to be brought into landfill for 90
days, pending a recommendation from the Board of Health.

03-16-89: Board of Health voted to delay action on scrap tires
until April 27, 1989, meeting.

TBe options are as follows:

1. Contract with one of several private' haulers to transfe~ tires from
landfill. Cost ranges frem $.50 to $,65 per tire.

2. Continue to accept tires at landfill. (Our engineering consulting
firm has recommended we stop accepting tires immediately.)

3. Pass a county ordinance requiring tire dealers to discard tires and
to levy a fee to pay-collected by tire dealer- for disposal or
simply require tire dealers to absorb responsibility and cost for
tire disposal.

My recommendation is that we immediately ban scrap tires from the
landfill and leave the responsibility for their disposal with the tire
dealers.

ft
