BY-LAWS REGION F ~ ADVISORY COUNCIL 1. Name, jurisdiction, and Authority 1.1. The name of this organization shall be the Region F Emer- gency Medical Services Advisory Council, hereinafter referred to as the Advisory Council. 1.2. The geographical area ~erved by the Advisory Council shall · coincide with the boundaries of State Planning Region F, consisting of the eight counties of Cabarrus, Gaston, Iredell, Lincoln, Mecklenburg, Rowan, Stanly, and Union. 1.3. The Advisory Council shall be a technical committee of the Centralina Council of Governments (COG). The Board of the Centralina COG shall consider and rule upon all formal Plans,' proposed budgets, planning, research or implementation projects, and official reports to the public. Applications for Federal, State and private grant assistance shall be submitted by the Centralina COG on behalf of the Advisory CoUncil. Grants to local service providers shall be made by the Centralina COG upon the recommendation of the Advisory Council. 1.4. The fiscal year of the AdvisQry Council shall coincide with that of the Centralina Council of G6wernments, i.e., July 1 to June 30. 2. Purposes, Goals, and Objectives 2.1. The purpose of the Advisory Council is to plan, develop, and implement a Regional ~4S System in coordination with the statewide system. 2.2. The goal of the Advisory Council shall be to assure the provision of a high level of quality care to persons in need of emergency medical services in Region F. 2.3. The objectives of the Advisory Council are: 2.3.1. To undertake studies and analyses directed toward improving regional EMS; 2.3.2. To recommend EMS policies and priorities to the Centralina Council of Governments; 2.3.3. TO review and comment on local applications and proposals for implementing or expanding EMS programs throughout the region; 2.3.4. To develop an EMs .plan for Region F which will be coordinated with the statewide plan;
