This act amended G.S. 143-128 and G.S. 143-132. The full texts of those sections, as amended, are included in the act. The act ~ became effective on June 28~ 1989. The key features of the act are as follows: a) Use of the single-prime is optional. Units may continue to use only the multiple-prime method. b) If bids are taken on the single-prime basis, bids must also be taken under the multiple-prime approach, with the contract awarded under the method that results in the lowest bid. c) Bidders under the single-prime approach must identify their subs, d) Units may prequalify bidders when using either the single- or multiple-contracting approach. e) Ail buildin8 contracts of $100~000 or more must now include minority participation goals. For the State, the goal is set at 10 per cent of the total value of the work. Each local government must establish its own verifiable percentage goal for participation by minority businesses after notice and a public hearing. Units are not required to make awards to other than the iow bidder or bidders in order to meet minority participation goals. A good faith effort to attain the participation goals is required.
