Box 707
Concord, N.C. 28026-0707

Dear Mr. Ruffin:

In official session on July 28, 1989, the Cabarrus County Board of
Health gook ac[ion on two agenda items wbich require approval by
Cabarrus County Board of Co~issioners.

The Board of Health also took action om a reques~ from Lila Fister, Home
Nealth Nursing Supervisor, to reallocate the $15,730 in thm Dome Healgh
Agency's budget for a Licensed Physical Therapy Assistant (LPTA) to a
Clerk Typist III position at $13,588 (attached), The Home Health Agency
has been unable to hire a LPTA due to the fact ~hat the salary is much
too low. In the m~angime the need for another clerk typisg has reached
crisis proportions. Currently, .nursing personnel must spend at l~ast
hours per week performing functions ghat should be performed by a clerk.
A check of Home Health Agencies of comparable size - Columbus County
New Hanover County - rmvealed that ghasa agencies have five and six
Clerk typists, respectfully. Accordingly, the Board of Health requests
the Board of Co~lissioners to authorize the hiring of a Clerk Typis~
III.

Sincerely,

William F, Pilkington
Health

WFP: lb

Enclo~ure~ 2
