Executive Summary

Cabarrus County needs to upgrade its central telephone
system. Since our phone system reached capacity over a year
ago, we have been unable to add additions lines for new
employees. We do no[ have enough lines coming in (tO) or
going out (6) to handle the public at peak times.
Additionally, the County Manager has communications needs
the Administralion Department that extend beyond our current
equipment.

The County also needs to quit Paying rent for this phoae
system and buy it. We can buy our current system along with
the needed addition for less money than we are paying in
lease payments.

Current Monthly Lease Payment = $t,900.66
New Addition Monthly Lease Payment = 1,705.20

Total Monthly Lease Payment = $3,605.86

Proposed Monthly Lease/Purchase Payment = $1,414.38
Additional Line Charges = 372.24

Total Monthly Lease/Purchase Psymenl = $1,706.58
Under currenl budget amounl

OR

Purchase of Currant and Proposed Equipment = $64,369.97

I propose that the County enter into a 5g month
ease/purchase agreement with The Concord Telephone Company
approximately September 30, 1989, through September 30,
1994. We would be paying the telephone company less money
per ~onth by making lease/purchase payments versus lease
Paymentsl we woald'have an upgraded system; plus, we would
own the system. The only additional costs of Ownersh'p
would be mainten~n~e of the system after the one year
warranty period. This would be $420 per month on a contract
basis beginning next fiscal year. We are fortunate to be in
a position et increasing services while reducing coete.
