Ralph Austin <br />July 21, 1989 <br />Page 2 <br /> <br /> Subject to the approval of the governing boards of each <br />municipality and the County, the Board suggests and recommends <br />the establishment of a Water and Sewer Authority under Chapter <br />162A of the General Statutes of North Carolina, the function of <br />which would be, at least, to provide sewage treatment for the <br />organizing un,ts by undertaking the maintenance of appropriate <br />outfalls and the operation of the Rocky River Wastetreatment <br />Facility, together with such additional wholesale functions as <br />the organizing governmental units may designate. (~o undertake <br />the responsibility of the plant's operation necessarily requires <br />the approval of the City of Concord.) The Utilities Board also <br />recommends that such an authority be gouerned by a seven (7) <br />member board composed of one (1) member named by the governing <br />board of each municipality (Concord, Harrisburg, Kannapolis and <br />Mt. Pleasant), one (1) member named by the County, and two (2) <br />additional members selected by the five (5) organizing unit <br />appointees. <br /> <br /> Before the Utilities Board can proceed to formulate any <br />additional details for such an authority, it requests and would <br />appreciate receipt of a statement from your governing board <br />regarding whether your governing board supports the concept of an <br />authority as outlined above and the proposed make-up of the <br />Authority's board. <br /> <br /> The Utilities Board recognizes that there may be many <br />questions that you or your board members have concerning <br />additional details about the establishment and/or operation of <br />such an authority. The Board both solicits and appreciates your <br />comments and ideas in this regard; however, it must first receive <br />your board's reaction to the current proposal set forth above in <br />order to know whether, and in what manner, to proceed. The next <br />meeting of the Utilities Board is Thursday, August 17, 1989, at <br />7:00 p.m. in the Conference Room of the Cabarrus County..Utilities <br />Department on Highway 73, West, in Concord.
