EX-OFFICIO: Among the ex officio (non-voting) members that might be <br /> considered are the other Board of Transportation (N.C.) members <br />........... residing in the region, thc other Highway Commission (S.C.) <br /> members residing in the region, NCDOT and SCI~T staff <br /> rep.resentatives, and representatives of COGs and IVIPOs in the <br /> region. <br /> <br /> NEW MEMBERS: Addilional counties could join the Compact through a peti~oning <br /> process or by invitation. Procedures for adding new members will <br /> be incorporated into the Bylaws of the Compact. <br /> <br /> *~*REPRESENTATIVES: Each county has two repre..~ntatives appointed by the Board of <br /> County Commission,~rs (N.C.) or County Council (S.C.) with only <br /> one representing any governmental body within the county. All <br /> representatives to the Compact. other than those representing the state <br /> highway authorities, are to be elected officials. <br /> <br /> The Board of Transportation (N.C.) and the Highway Commission <br /> (S.C.) will have two votes each. These respective bodies will appoint <br /> one of their members, who shill reside in the region cowred by the <br /> Compact, to be members of the Compact. <br /> <br /> The members of the Compact are to serve two-year, staggered <br /> terms. In order to accomplish the staggering of terms, one of the <br /> initial appointees from ~ach county will serve a one-year tel,~ and <br /> the other on~ will serve a two-year term. The county has the: <br /> discretion to determine which representative: will serve the one-year <br /> term and which will serve the two-year te,,~. Compact members am <br /> eligible for reappoinunent as long as they meet the other m'iteHa for <br /> serving. The appointment procedure outlined above will be <br /> formalized in the bylaws of the organization. <br /> <br /> REQUESTED APPOIN~ENTS <br /> <br /> The Board is requested to make two (2) appointments to the Carolinas Transportation <br /> Compact. Both of these appointments must be an elected official (e.g., one member <br /> of the Board of Co~issioners and one member of the governing board of Concord, <br /> Kannapolis, Harrisburg, or Mt. Pleasant. Members of the Transportation Task <br /> Force were Co~issioner Hamby; Mr. Lamar Barrier, Concord City Ald~man; and Ms. <br /> Jean Bradley~ Harrisburg ToM Council member. <br /> <br /> (1) ~ - 2-year term <br /> (2) ~f~ 1-year term <br /> <br /> /I <br /> <br /> <br />
