5. Providing interested minority businesses with equal <br /> access to specifications, plans, and requirements of <br /> the contracts; <br /> <br /> 6. Negotiating in good faith with interested minority <br /> businesses and not rejecting minority businesses <br /> without sound reasons after a thorough investigation of <br /> their capabilities; and <br /> <br /> 7. Using the services of available minority community <br /> organizations, minority contractors' groups, local, <br /> state and federal minority business assistance offices, <br /> and other organizations that provide assistance iht he <br /> recruitment and placement of minority businesses. <br /> <br /> IV. Program Goals <br /> <br /> Minority business participation in construction contracts <br />will be calculated for each project for which a contract or <br />contracts are awarded pursuant to N.C.G.$. 143-128 and will be <br />reported to the Board for information. The goal adopted by the <br />Board for minority business participation in construction <br />projects is percent ( %). <br /> <br /> V. Competitive Bids <br /> <br /> Nothing in this policy nor the guidelines or goals set forth <br />in it shall be construed to require the county or contractors to <br />award contracts to minority businesses who do not submit the <br />lowest responsible bid. <br /> <br /> <br />
