Box 707 <br />Coneord~ N.C. 28025 <br /> <br /> Subject: Pretreatment Agreement <br /> <br />Dear McGinnis: <br /> <br /> The North Carolina Department of Natural Resources and Community <br />Development~ Division of Environmental Management is requiring that the City <br />of Concord enter into an agreement with each of the Jurisdictions served by <br />the Rocky River Regional Wastewater Treatment Plant. The agreement will <br />allow the City of Concord to implement the Pretreatment Program as required <br />by it's NPDES Discharge Permit. The agreement has been reviewed and <br />approved by the State . The State's position is that the staff of thc Rocky <br />River Regional Wastewater Treatment Plant can not implement and enforce the <br />Pretreatment Program unless adequate guidelines~ procedures and authority <br />have been established and agreed upon by interjurisdictional agreement. <br /> <br /> There is an original and one copy of the Agreement enclosed for your <br />review and execution. The Board of Aldermen has authorized the Mayor Pro- <br />Tem and the City Clerk to execute each of the agreements. <br /> <br /> I am willing to make myself available to discuss the agreement and <br />answer questions about the Pretreatment Program.
