PRELIMINARY DRAFT <br /> CABARRUS COUNTY UTILITIES SYSTEM <br /> CAPITAL FACILITIES FINANCING POLICY <br /> <br />SCOPE: It is the purpose of this policy to provide an <br />accelerated program for the expansion of capitai facilities <br />as they relate to water and sewer system infrastructure. <br />This policy is above and beyond the standard water and sewer <br />extension policies of the County. <br /> <br />DEFINITION: For the purpose of this policy, capital <br />facilities Shall be defined es those projects that have be <br />identified by the Board of Commissioners of Cabarrus County <br />as making up the Water end Sewer Capital Facilities Projects <br />Program. The program will consist of projects planned or <br />desired to be constructed within a five (5) year period. To <br />be considered for the program, the project should have major <br />impact on nttracting new business or industry to the County <br />by constructing new infrnstructure or by rehabilitating or <br />correcting deficiencies in the existing infrastructure. <br /> The plan will be reviewed annually during the budget <br />preparation process et which time new projects may be <br />included or unfunded projects removed. No project may be <br />funded under this policy unless it is included ia the <br />Capital Facilities Program Plan. <br /> In order to insure the workability of the Program, the <br />County through it's planning, zoning, and subdivision <br />ordinances will safe guard from development those areas that <br />will be necessary for future rights of ways for water and <br />sewer facilities. <br /> <br />IMPLEMENTATION OF PROJECTS: At times it may be desirable <br />for an individual or groups of individuals outside of County <br />Government to have facilities installed sooner than the <br />County's finances allow for. In such instances, the County <br />will allow such persons to finance the project with n <br />guaranteed refund of such financing over a stipulated period <br />of time. Such arrangements would however be contingent upon <br />the County's ability to budget monies necessary for <br />repayment and the outright desire of the County for that <br />particular project to be constructed et that time. <br /> <br /> <br />
