I
CABARRU$ COUNTY
Department o[ SOCial Services

Concord, North Carolina 28026-0668

Telephone: (704) 786-7141 James F. Cook, Jr.
Director

January 13, 1988

MEMORANDUM

TO: Charles McGinnis, County Nanage~r~
FROM: Jim Cook, Social Service DirectoC~-~[
SUBJECT: Board Consideration of a Staff Positi~

I am writing to request that the Board of Commissioners authorize converting Angela
Ferguson, a Social Worker I iu the Office of Aging, from part-time temporary to full-time
permanent status at its January 18 meeting.

Mrs. Ferguson manages our Respite Care, Health Screening, and Chore Service Recruitment
and Training Programs. Ail three of these programs are funded by State/Federal funds and
have exceeded our expectations of their success in the community, their rate of expansion
and the time involvement required of the program manager. We had provided for Mrs.
Ferguson to work and be paid for 35 hours per week. However, she is putting in
substantially more hours than this (including after-hours on call responsibilities
necessitated by supervision of Respite Services.) There is no way.of reorganizing duties in
the Office of Aging Services to alleviate this overload.

We would like to change Mrs. Fergu~on to full-time permanent status effective January
22. This will cost $2836.89 in salary and benefits for the remainder of the year. We have
State/Federal funds available iu the budget from lapsed salaries and other underexpended
lines to cover this expense. State/Federal funds are expected in future for these programs.
No County cost is thus involved. Should State/Federal funds for this position decrease, we
would revert the position to part-time or eliminate it as appropriate.

As Mrs. Ferguson has an office here, no additional space or equipment would be required
by this action.

I would add that Mrs. Ferguson has done an exemplary job and that she and her programs
have been an asset to the conmunity.

Thank you for you consideration. Let me know if additional information or
clarification is meeded.
