Oweos/PIaoning Directo~ ~.~.'~,~. <br /> <br /> January 27, 1988 <br /> <br />SUBJECT: Zoning Regulations and Enforcement within the City of <br /> Kannapoiis Corporate Limits. <br /> <br />gurlng the past weeks our offices have become increasing aware of <br />circumstances that may bear heavily on the abiiity of The County <br />of Cabarrus to continue zoning requirements and enforcements <br />within the Corporate limits of the City of KannapolJs. Since the ~(n <br />incorporation of the City of Kannapolis in December of 1985, our <br />offices have provided numerous services during the transition of <br />governmental services between the County and City. Recently the <br />County Zoning Staff and County Planning Staff have found them- <br />selves in a very difficult situation trying to balance the desires <br />of the County through its countywide planning tools, with the <br />perceived desires of the City of Kannapolfs. We have a very <br />difficult situation in regulating/enforcing the desires of the <br />County in an area where the governing board and planning board <br />have little input into the decision making process that effects <br />the future planning of the City of Kannapolfs. <br /> <br />Also, we have recently started having increased problems with <br />individuals and/or businesses and corporations receiving informa- <br />tion that vary from both jurisdictions. This has lead to misin- <br />formation and the possibility of continued misinformation being <br />given to the public by both units of government. We feel that to <br />stop any major problems before they have a chance to fully mature, <br />that one of the two jurisdictions involved must take total respon- <br />sibility for the planning and zoning regulations for the City of <br />Kannapolis. We also feel that planning and zoning regulation and <br />enforcement should be carried out by the governing body and plan- <br />ning board that will have eventual control of the City. <br /> <br />Due to the amount of growth now being experienced in the outlying <br />areas of Cabarros County, the staff time for the Cabaerus County <br />Planning and Zoning Department is increasingly needed within the <br />unincorporated parts of Cabarrus County. Therefore, we would like <br />to recommend that the Cabarrus County Board of Commissioners <br /> <br /> <br />
