McGinnis <br /> County Manager <br /> Cabarrus County Courthouse <br /> PO Box 707 <br /> Concord, North Carolina 28026-0707 <br /> <br /> Dear Charlie, <br /> <br /> Please find enclosed copies of the Cabarrus Arts Council LDA <br /> Spending Plan and Recertification Plan as completed in compliance <br /> with the North Carolina Arts Council. <br /> <br /> As you well know the Cabarrus Arts Council was designated by the <br /> Counsy Commissioners in 1981 to appropriate money designated to <br /> Cabarrus by the North Carolina Legislature. In order to improve <br /> the control and quality of the arts in counties throughout the <br /> state the North Carolina Arts Council is beginning in 1988 to <br /> require local arts councils to complete the county spending plan <br /> yearly and the recertification form every three years. <br /> <br /> I felt that you as county manager should be aware of this policy <br /> change and would like to request an opportunity to appear before <br /> the commission to report on the state of the arts in Cabarrus <br /> County at the earliest possible date. <br /> <br /> I am enclosing two (2) copies of each report.
