On pages B-11 and C-6 of the Master Plan and on page 64 of the
Environmental Assessment, a big selling point of this proposed
airport site is being able to use Instrument Flight Rules (IFR)
for approaches Co tile site. But a letter from tile Federal Aviation
Administration dated November 12, 1987 stares that the proposed
location "will not adversely affect tile safe and efficient use of
tile navigable airspace by aircraft provided all operations are
conducted in Visual Flight Rule (VFR) weather conditions". What
does tile ruling do to tile use of tile proposed airport? Why has
the consultant not updated tile commissioners ell this change?

Tile question of colt to tile taxpayers of Cabarrus County needs
to be answered. Ail of the opera.ting estimates assume high fuel
sales for a FBO and income to tile county based on tile FBO making a
profit, but as we have seen, tile consultant has raised questions
about this. The other cost to tile county is tile development cost
of an airport. Did you know the study assumes that private funding
will be provided for some constructio.n costs? Well, on page 11-4,
'" tile study says'that it is con'ceivable that private funding could be
used for some of the costs. By the way, if you look on page H-9,
you will see that the cost to Cabarrus County doubles if this
private funding does not take place. Where will this funding
come from?

AS you can see there are many questions £hat need answers.
At best, this "study" is a sloppy piece of work. Is the study
worth $45,000 of the.taxpayers money? I believe that you and
the people of Cabarrus County deserve to have these questions
answered. What do.you believe?

La~ry B. Cole

c. Concord ribune
Kannapolis Daily ~odependent
Charlotte Observer Cabarrus Neighbors)
