Tile Fish and Wildlife <br />Coordination Act; (16 ti.S.C. 661-667e)directs chat fish and wildlife <br /> <br />and Vederal permit and license programs through effective and <br /> <br />£ish and wildli£e resource conservation and rehab[lltation. In <br />planni, ng a project~ such as the proposed reservo) r~ it is appropriate <br />to plan for mitigation of tile adverse envi romaental impacts. Tile <br />President ~s Council on gnvironmeatal Quality (CEQ) defines the term <br />"mitigation" in the t~ational Environmental Policy Act (NEPA) <br /> <br /> (a) avoiding the impact altogether by not taking certain <br /> actLon or parts of an action; (b) minimizing imlxtcts by <br /> lilaiting tile degree of magnitude of tile action and its <br /> implementa ti on; (c) recti fy the impact by repa iri ag, <br /> rehabilitating, or restoring the affected environment; (d) <br /> reducing or eliminating t;he imtmct over time by preservation <br /> and maintenance operations during' tile life of tile action; <br /> and, (e) compensating for tile impact by replacing tlr <br /> pcoviding substitute resuurce or environments. (60 CFR Part <br /> 1508.20(a-e)). <br /> <br />'the Service has adopted this definition of mitigation in its <br />Mitigation Policy (Federal Register, 66(15):7656-7663, .lanuary 23, <br />1981) and believes that the specific el~mnts represent tile desi table <br />sequence of steps in the mitigation planning process. <br /> <br />At tile meeting, attendees were presented with a summary of reports anti <br /> <br />of the April 1987 Preliminary Engineering Report for the prop{~sed <br />Coddle Creek Reserw~ir.
