February 15~ 1988 <br /> <br /> REPORT ON COUNTY SPENDING FOR PUBLIC SCHOOL CAPITAL OUTLAY <br /> SUBMITTED BY THE NORTH CAROLINA LOCAL GOVERNMENT COHMISSION <br /> <br /> The Report on County Spending for Publlc School Capital <br /> Outlay is submitted herewith as required by GiSo 105-503(b1. <br /> Subchapter VIl! of Chapter 105 of the Oeneral Statutes was <br /> amended by the 1985 Session (Regular Session, 198&) by adding <br /> Article q2, "Additional Supplemental Local Government Sales and <br /> Use Taxes." A portion o£ the revenue generated by the additio~al <br /> sales and use taxes is restricted for school capital outlay <br /> purposes. The law states that it is the purpose of Article AR for <br /> counties to increase the level of county spending for public <br /> school capital outlay. <br /> <br /> This report includes: a summary page of data providing <br /> information on stateside totals and averages, separate pages of <br /> data providing informatiod on' a county by county basis, and an <br /> appendix, "Explanation of Column Headings", to give additional <br /> information and source documentation about each element of the <br /> report. It should be noted that Article 40 sales tax <br /> distributions prior to 1983 and Article 48 sales tax <br /> distributions before 1989 will be $0 since there were no <br /> distributions in these periods~ Debt service payments for school <br /> debt are shown both for all outstanding school debt and for <br /> school debt issued in the five years preceding a county's <br /> enactment of the Article ~;2 one-half cent sales tax. Only the <br /> latter is included in the total county funding subject to the <br /> maintenance of effort as required in Article 42. Currently, the <br /> only information that has been collected for changes in school <br /> capital reserve funds is for the 1985-86 and 1986-87 fiscal <br /> <br /> County funding subject to the maintenance of effort of <br /> Article q8 (Column G) is the key element to show a county's <br /> fulfillment of its responsibilities under Article AS. This amount <br /> is calculated as the total o~ annual debt service payments on <br /> school debt issued in the five years prior to each county's <br /> enactment of the Article ~8 sales tax~ the current year school <br /> capital outlay, and the change in school capital reserve funds. <br /> Other information in this report provides a comprehensive <br /> perspective on public school funding by North Carolina :ounties <br /> and information on each county's ability to provide funding. <br /> <br /> Robert [4.
