Lcntz, Chairman <br /> <br />Dear Hr. Lentz: <br /> <br />In developing Southern llills Phase II, the extension of Buckboard <br />Circle, Jacob Circle and J.A.F. Drive were developed as 20' wide <br />rights-of-way pursuant to tile requirements of the current Cabarrus <br />County Hobile-llome Park Ordinance. The preliminary plan for Phase <br />II has been approved in this configuration and budgeting and grading <br />have been performed conforming tile preliminary plan. Tile existing <br />water system in Southern Hills Phase I is owned and maintained <br />by the Cabarrus County Water and Sewer District. <br /> <br />It is my desire that the water system in Phase II is owned and <br />maintained by tile Cabarrus CoUnty I~ater and Sewer 9istrict also. <br />The plans and specifications for thc Phase II water systole have <br />been approved by the County Engineer. However, policy requires <br />that any new water extension be within dedicated street right- <br />of-way. While the water main itself will indeed lie within the <br />rights-of-way of these streets several ancillary appurtenances <br />(specifically water meters and fire hydrants) would by necessity <br />have to bo located outside of thc proposed street rights-o£-way. <br /> <br />It is for these reasons; desire to provide an uniformly county <br />serviced water supply, along with financial and budgetary commitment <br />to a plan approved in accordance with existing regulations that <br />I would propose a special exemption to the policy requiring all <br />parts of a water system extension to be located within a dedicated <br />street right-of-way. I would propose that for Southern llills Phase <br />II the County allow the meters and hydrants be placed outside of <br />the road rights-of-way within a 10' water service easement immediately <br />adjacent to either side of tho road right-of-way.
