NORTII,.CAROLINA 28025

MEMORANDUM

TO: Mr. Charles McGinnis
From: ;,/alter Odell/~,~
Date: March 16, 1988

Subject: Water Distribution System
Southern Hills Phase 2

Reference is made to a letter dated March 10, 1988
from Mr. Robert G. Faggart, Jr. to Chairman Lentz.

Current policy of the Water and Sewer District
requires all water mains and accessories such
as fire hydrants and meters to be installed within
dedicated street rights of ways. In this case,
the County Ordinance governing mobil home developments
requires only a 20' right of way with a street width
also of 20' The water mains can be installed within.
the street, but the fire hydrants and meters can
not. The first phase of this development was done'
with standard right of way widths and created no
problem. Therefore the most reasonable solution
to the problem would be to require the developer to
indicate on his dedicated plat and convey to the
district a 10' easement on each side of the street
for the installation, operation, and maintenance
of a municipal water system as may be necessary.
It should also be noted that this would be an exception
to the policy and not a change, and consideration be
taken on the part of the planning staff and board
to help avoid this problem with future developments.
