The depa~ent *
strives to meet these needs in'two major areas: facilities and programs. Facilities
are developed both by the county and with other community organizations through
a matching grants program..Programs are developed to meet the needs that< are
not being served by other local agencies -- public or private. Needs are=identified
through contact with various individuals and.groups in the co,unity; surveys;
and recent trends within the leisure field itself. The department has a~tempted
to develop a well-balanced art program for citizens of all ages with both vis~al
and performing arts. The staff of the department along with various part-time
staff, volunteers and participants meet following many programs to evaluate
and u~grade services. All Cabarrus County agencies are governed by the local
government fiscal control act which requires very accurate accounting of all
monies spent and received.

Commu nl~ Out re m ch De$cr;be your o~anlzatlods etloRs lo actively imvolve ~aciat and eth~[c
special population g~ups (e g. people with d;$ab!l;t[es, inst;tut~ona!~2 ed peopte, elderly
people) in the follow';ng areas: program development Iprog,am ~ann;n§. implementation
a~devaluationJ, b~atdandstaHdevelopment, a~d,encedevelopmentandcommun;ca:;ons
(pdbl;cat~on$. publ;¢ity etc.~

Senior Games is a program designed especially to meet the-health and fitness
needs of adults age 55 and over and is open to all segments of the public.
Efforts are made to take Senior Games to the people by holding special events
and training clinics at ma~ls, meal sites, senior centers, senior citizens'
meetings and churches.

The Senior Games Steering Committee is made up of atl~lete participants ~nd
recreation , aging and arts professionals; All planning and evaluation is
done b5 the committee as a ~hole.

tn regard to audience development, Senior Games is a great spectator event.
Famil~ members and friends are encouraged to come to all events.
