H. Nabr"y, Sr. '.d/I'/II..L"

Ambulanc" Service int he Cabarrus County portion of
Enochvill" Fire Dis tric t

April 12, 1988

DATE:

Enochville Fire and Rescu" is locat"d in Rowan County just west of the
City of Kannapolis. Enochville Fir" district extends into Cabarrus County
in the area of Nooresville Road, Charlie \Ialker Road, and Tuckaseegee Road.

Under statute l53A-250-A-1 the commissioners may grant a franchise
to operate an ambulance under terms set by the Board of Commissioners. The
ambulance must be operated in compliance I~ith GS 130-26, "hich gives the
North Carolina Nedical Care Commission authority to make rules and regulations
regarding ambulances and their operation,

Funding for the Enochville operation comes from the fire district "hich
is approved under GS 69-25 ,l7 , This sec tion s ta tes tha t monies coll"c ted in
the fire tax district may be used by th" fire department to provide rescue
and ambulance s"rvices.

Enochville meets th" above stat"d criteria, so I would recommend that
they be dispatched to medical calls in the portion of their district that lies
in Cabarrus County. Cabarrus County is required to provide paramedic level
service to this area so coordination between Enochville Rescue and Cabarrus
County E~IS will be necessary.

fly specific recommendations are as follo"s:

1 - Enochville Rescue should be dispatched on all emergency medical
and rescue calls within their fire district.
2 - Upon arrival at a c.all scene, Enochville will contact the responding
Cabarrus ENS unit and advise of the patient's condition.
3 - if the patient is critical and is being transported to Cabarrus
Hospital, Enochville will start the transport, meet with a Cabarrus
ENS paramedic unit, take a param"dic on-board th"ir unit and proc"d"
to the hospital.

If these proposals are follow"d, the residents of the Enochvill" Fire
District "ill receive quick"r medical and rescue service and "ill still receive
paramedic level service when r"quired,

BHN,Sr./gn

u-I

I
