Box 707 <br /> Concord ~ NC 28025 <br /> <br /> Dear Blair: <br /> <br /> This is in response to your call yesterday regarding ~y assisting <br /> ~he County Co~issioners in reviewing the applications for the <br /> position of county ~anager. <br /> <br /> I will be happy to try to assist the County Co~issioners in <br /> screening th~ applications. I am ple~bed to know that you are <br /> phonir~g the notice so that it can be included in the April 25 issue <br /> of the ~ <br /> <br />I wc, uld suggested that the Board also publicize the vacancy in your <br />local paper, in the Sunday edition of the ~~ ~R~, and <br />in the next issues of the ~ ~ ~B~X ~iB~. Because of the <br />rapid turnaround ti~e and bi-~onthly publication s~hedule, the <br />~~ is the fastest way of getting the notice to in-s~ate <br />~anagers. This publicity and the general attractiveness of Ca~)arrus <br />County and the position should result in ~any well qualified <br />applications as well as ~any applicants of lesser qualifications. <br /> <br />I a~ enclosing a copy of the last seventeen pages of the revised <br />Chapter 2 (the County ~anager> for the new edltior~ of County <br />Goverrm~enb in North Carolina. I hope the ~l~bers of the Board will <br />find it helpful. <br /> <br />I would like to ~eet with the Board on or before June 2nd to hear <br />fro~ the~ the criteria they want used in screening the <br />applications. I hope all of the applications can be copied so that <br />the originals can be kept in Concord, and I can bring the copies <br />back to read and investigate. <br /> <br />At that ti~e I will be happy to discuss the interview procedure <br />with the~ if they desire. After hearing what they are looking for <br />in a county ~anager~ I could prepare suggested questior~s which they <br />~ight want to consider using i~ ~nterviewing the applicants. <br /> <br />I was always proud of one aspect of ~y ~8 plus years with the <br />Institute. That was the policy that we provided ~he sa~e service <br />to those govern~ental units who couldn't or shouldn't pay as to <br />~hose that could pay. <br /> <br />Albert Coates asked me to try to pro~ote the cour~ty ~anager plan of <br />govern~ent forty years ago. There were only six county ~anagers in <br />1948. Even ~hough I a~ retired I war~t to help counties if I car~. <br />In ~he past six ~m~nths ~he Town of Gary, and Iredell, a~d Stanly <br />counties have asked ~e to screen and investigate their manger <br /> <br /> <br />
