Walter Odell'e request. The Roberta Road connection has been approved
by the Division of Health Services, Public Water Supply Branch, Environmental
Section, North Carolina Department of Humas Resources.

The Cabarrus County Water and Sewer District and the Cabarrus County C~mmission-
ers approved the connection and sale of water to the T~n of Harrisburg by
master meter at their meeting on November 5, 1987 with conditions as set forth
in letter dated November 6, 1987 from Mr. Charles McGinnis, COunty Manager,
copy attached.

The County's existing water ling on the east side of Roberta Road presently ends
at a point approximately 700 feet north of Rocky River. In order to accomplish
the Harrisburg connection the COunty's present water line will be extended to
a point on the west side of Roberta Road where a master meter will be installed
at a point approximately 350 feet north of Rocky River. Upon completion of the
extension across Roberta Road and installation of the master meter, that portion
of extension and the master meter will become property of Cabarrus County. Se-
9inning at the master meter the Town of Harrisburg will construct a water line
or lines southward along Roberta Road including a pump station and appurtenances
to the Town's water distribution system. Ail lines, pumping station, appurtenances
and related items from the master meter southward along Roberta Road will become
the sole property of the Town of Harrisburg and will be owned, controlled and
operated by the Town of Harrisburg as part of the Town's water distribution system.

All cost involved in the total project, including the connection, will be borne
by the Town of Harrisburg.

Plans for the proposed connection were coordinated through Mr. Walter C. Odell,
III, County Engineer, and reviewed and approved by Mr. Odell in both design and
location. A copy of Mr. Odell's letter is attached.
