Box 707 <br />Concord, N.C. 28025 <br /> <br /> Re: Approval of CBA Grant Applications <br /> <br />Dear Mr. Lentz: <br /> <br /> The Community Based Alternatives Task Force has been notified that our funding <br />for Fiscal Year 1988-1989 will be $124,153.00. We are requesting the approval from <br />the Cabarrus County Board of Commissioners of the following grant applications. <br /> <br />Temporary Shelter Care <br /> <br /> The Cabarrus County Department of Social Services has prepared s request for CBA <br />funding in the amount of $92,900.00 f6r continuation of the Temporary Shelter Care <br />Project. This project was begun in March, 1980, and continues to be a valuable <br />resource to Cabarrus County. The department contracts with Lutheran Family Services <br />to provide temporary zhelter care for five (5) children at any one time for a maximum <br />stay of ninety (90) days each. This year, we expect to place twenty (20) children at <br />this facility. This shelter houses juveniles referred from Juvenile Court who have <br />been adjudicated as delinquent or undisciplined. These children require maintenance <br />in a specialized facility offering a behavior modification program with trained staff <br />for the preventiou of further court involvement and further damage to persons or <br />property. <br /> <br /> The Temporary Shelter Care has a total operating budget of $141,720.00 for Fiscal <br />Year 1988-1989. Of this, $92,900.00 is from CBA funds; $23,820.00 is from local <br />funds, and $25,000.00 is from Lutheran Family Services. The percentage of xncrease in <br />local funding is 2.3% over last year. <br /> <br />Home-Based Services <br /> <br /> The second request for approval by the board is also submitted by the Cabarrus <br />County Department of Social Services. The proposal is entitled Home-Based Services. <br />This proposal will allow the department to implement a new program focusing on family <br />systems within households of delinquent and undisciplined teenagers. The primary <br />source of referral will be Juvenile Court counselors and District Court Judges. The <br />aim of this program is to reduce placement outside the nuclear family While impacting <br />on family dysfunctions by provision of intensive casework services utilizing <br />structural family therapy as the primary intervention technique. Supportive services <br />will include short-term foster care placements, Wilderness Camping Experience, and <br />substance abuse treatment programs. This program will enhance the coordination of <br />existing services within the community and development of new services for our youth <br />in trouble. The total proposed budget for this program is $37,340.21. CBA funds <br />will provide $28,253.00 with the remaining $9,087.21 being local in-kind match (with <br />no additional appropriation of county fundi_~ng required). <br /> <br /> <br />
