COUNTY <br /> ~E~]SED Ap~11 28, 1988 HEALTH DEPT. <br /> <br /> GOAL: To maintain the health and well-being of prisoners <br /> incarcerated in the Cabarrus County Jail. <br /> <br /> OBJECTIVE: 1. Protect the health and welfare of the prisoners and to avoid the spread bf contagious disease; <br /> <br /> 2. Provide for medical supervision of prisoners and <br /> emergency medical care for prisoners to the extent <br /> necessary for their health and welfare. <br /> <br /> This plan has been developed in consultation with the Sheriff, Health <br /> Director, County Manager, and representatives of the County Medical <br /> Society. By common agreement, the following health care services will <br /> be afforded prisoners incarcerated in the Cabarrus County Jail: <br /> <br /> 1. Prisoners with health complaints or health problems will be <br /> seen by a health department nurse, physician, or at the <br /> Cabarrus Memorial ltospital Emergency Room. <br /> <br /> 2. On jail admission, all prisoners will be screened for health <br /> problems utilizing the Receiving/Screening Form recommended <br /> by the American Medical Association and the North Carolina <br /> Medical Society. Where possible, this form will be <br /> administered by jailers who have completed training in First <br /> Aid and CPR. Whbre appropriate, referrals will be made on <br /> the basis of this ~creening. <br /> <br /> 3. Screening clinicsfSick Call, by a health department nurse, <br /> will be made daily, for prisoners with health problems. This <br /> nurse will be a part-time employee of the health department, <br /> whose sole responsibility will be jail health screenings. <br /> This nurse will refer, to Dr. Eric E. Zellner, or <br /> hospital emergency room or any qualified physician, any <br /> problem requiring physician examination or treatment. <br /> <br /> 4. Dr. Eric E. Zellner will provide twenty-four (24) hour <br /> physician backup to the jail for referral, consultation, and <br /> treatment purposes. <br /> <br /> 5. The Jail, on a continuing basis, will have Jailers on duty <br /> on a twenty-four (24) hour basis trained in First Aid and CPR <br /> to conduct routine health screenings of prisoners. <br /> <br /> <br />
