Mabrey, Sr. ~f~ <br />SUBJECT: First Responder Report <br />DATE: May 25, 1988 <br /> <br /> The First Responder Program is completing six months of street operation. <br />Over 225 calls have been answered during this time. The cooperation between <br />the First Responders and the ambulance personnel has been excellent with no <br />complaints being filed. The medical care given has been reviewed and audited <br />quarterly (2 meetings have been held). There has been no evidence of improper <br />medical treatment. The only problems to this point have been with documenta- <br />tion and carelessness in filling out call reports. This has been addressed <br />in audit and review and much improvement has bean shown. <br /> <br /> There have been two changes made in the program since inception. The <br />activation of paget tones to stop response to a call bas been discontinued. <br />The dispatcher now uses only an alert tone and a voice message. The second <br />change made is the minimum age requirement .for First Responders. The more <br />rural departments needed to be able to use persons below the age of 18 years <br />to insure a better response. This was voted on in the advisory meeting and <br />the minimum age was lowered to 16 years by a vote of 7 to 4. The age for <br />participation is still at the discretion of the individual fire department <br />with the minimum being 16 years. <br /> <br /> The trainingand certification process has been completed at North East <br />Cabarrus Fire Department and I request that the Board of Commissioners approve <br />them to operate as a First Responder Unit. <br /> <br /> The First Responder Program has been well received by most persons. <br />Disruption of the county fire frequency and radio use have been less than <br />anticipated and the program has been an asset to the participating fire <br />districts and to Cabarrus County EMS. The extra sets of volunteer hands are <br />a welcomed addition when the County ambulance arrives. <br /> <br /> Interest has been shown by other fire departments and further expansion <br />is anticipated. <br /> <br />BHM,Sr./gn <br /> <br /> <br />
