McGlnnis <br /> Cabarrus County Manager <br /> Courthouse, Box 707 <br /> Concord, NC 28025 <br /> <br /> Dear Mr. McGinnis: <br /> <br /> On June 27, the N. C. General Assembly ratified legislation that <br /> significantly affects the N. C. Hazardous Waste Treatment Commission. <br /> Specifically, it calls for the Commission to stop ali work on individual <br /> sites and to redouble its efforts to locate a volunteer host community <br /> for a comprehensive hazardous waste treatment facility. <br /> <br /> The legislation also lays out for the first time specific monetary <br /> compensation that will be available to a host community. It calls for s <br /> · 2.5 percent gross receipts tax to be distributed to local governments. <br /> We estimate that such a tax could bring in 8625,000 annually. <br /> <br /> In addition, Senate Bill 25?, ratified July 12, creates a Hazardous <br /> Waste Management Study Commission. That Commission will look at a <br /> number of topics, including: <br /> <br /> Incentives and compensation for the community which hosts, either <br /> voluntarily or involuntarily, the State's hazardous waste treatment <br /> facility, including any additional incentives and compensation <br /> which may be needed, whether there should be differential <br /> compensation for a volunteer county, options for use of fends by <br /> local governments, distribution of compensation among local <br /> governments, and methods of providing flexibility in the <br /> development of an incentives and compensation package for a <br /> particular local community; <br /> <br /> With this letter, we are asking all 100 counties whether they are <br /> interested in learning more about the Commission and its proposed <br /> facility. We are not asking for volunteers at this point. Instead, we <br /> would like to know if you are willing to meet with Commission members or <br /> staff to learn more about how hazardous waste can be managed safely and <br /> effectively. <br /> <br /> An Equal Opportunity/Affirmative Action Emplo$'er <br /> <br /> <br />
