W. THOROUGHFARE - any street designated on the adopted <br />County or Kenlacon Thoroughfare Plan and any street which is <br />an extension of any street on an adopted plan. In the <br />Kanlacon area these streets ere designated as major and <br />minor thoroughfares. In the balance of the county these <br />streets are designated a principal end minor arterials and <br />major and minor collectors. <br /> <br />X. THOROUGHFARE PLAN - the map end attendant documents <br />approved by the Kanlecon member jurisdictions or in the <br />case of the County Thoroughfare Plan approved by the <br />Cabarrus County Soard of Commissioners. <br /> <br />Y. PUDLIC WATER SYSTEM - shsl) mean a county, municipal, <br />sanitary district, water and sewer authority or district <br />owned system for the provision to the public of piped water <br />for human consumption. <br /> <br />Z. COMMUNITY WATER SYSTEM - shell mean a privately owned <br />system for the provision to the public of piped water for <br />human ~onsumption which serves 2 or more service <br />connections. For the purposes of regulation of water <br />quality, the state considers community systems serving 15 or <br />more service connections or .wh[ch regularly serves 25 or <br />individuals to be-"Publi-c-Water Systems." <br /> <br />SECTION~2?3 ;WOR~--:INTERPRETATION <br /> <br />A. For the purpose of this ordinance, certain words shall <br />be ihterpreted-as-follow~:'. <br /> <br /> 1. The 'present-'tehs~-incl~de~- the'--future~t~'se and <br /> future-tense-i'ncludes the present ::tense. <br /> <br /> 2. The singular number includes the plural number and <br /> the plural number includes the ~ingular number. <br /> <br />3. The words "should" and "may" are permissive. <br />4. The words "shall" and ~will" are mandatory. <br />5.' The word "building" includes the word "structure". <br />ARTICLE III PROCEDURE FOR PLAT APPROVAL <br />SECTION 3.1 PLAT APPROVAL NECESSARY <br /> <br />A. GENERAL - after the effective date of this Ordinance no <br />subdivision plat of land within the county's subdivision <br />regulation jurisdiction shall be filed or recorded until it <br />shell have been submitted to and approved by the Planning <br />Soard of the County of Cabarrus aa provided hereinafter in <br />this Ordinance. No plat shell be recorded by the Ceberrus <br />County Register of Deeds until this approval is entered in <br />writing on the face of the plat as herein provided. <br /> <br /> <br />
