S¥~T U
W ~

page go-Hr. Charles ~cGinnis

and programs of various women's civic and community groups,
non-profit and municipal agencies whose services reach women
to prepare this newsletter.

(d) Funds for organizing and maintaining fund raising efforts
to support the CABARRUS WOMEN'S SCHOLARSN]P FUNO at Rowan
Technical College administered in Salisbury. This fund is
suffering because of lowered interest rates and the award
available to students is very small. One recipient may be
named ~n ~g87--none could be awarded in lg8~ because the sum
was ~nadequate for a student's needs. This scholarship is
specifically addressed to serve women students who return for
training in order to become the ma~or breadwinner of their
families due to death d~vorce or disability in that family.
~t is imperative that women have the capability and oppor-
tunity to become independent and contribute to society--not
become dependent on society.

(e) Budgetary allowances for the Cabarrus Counci~ for Women
to work with the county law enforcement departments and the courts
to educate and increase awareness and sensitivity to the problems
confronting victims of sexual assault, sexual abuse (children), rape,
domestic violence can only benefit a~l county residents. Perhaps
women officers could be added to specia11~ trained teams to h~ndle
such cases. Although tbis problem mainly affects women and girls,
young boys and young men are also at risk. Cabarrus citizens can
address such assault and'take steps to deal effectively with both
victims and perpetrators.

(f) Present Council members request that the historica~
records of the Cabarrus Council for ~omen be included with records
of other county departments and trdnsferred to microfilm at the
earliest opportunity. Since the Council, by receiving count~ funds
is charged to advise and inform county personnel and agencies on
the needs of county women, we feel this is a valid request which
will benefit other personnel by having access to documents, corres-
pondence and former programs accomplished since the Council's
inception.

(g) As a means of carrying out the extensive charge given
to the new members of the Cabarrus £ouncil for Women, we request
that the budget be substantially increased to an annual amount of
$~000.00. Allocation of these funds is suggested on the attached
sheet. CSee page ga "EST]~ATEU PROPOSED BUDGET FOR CABARRU5
COU~C]L FOR WOJ4EN 1987-88)
