ODELL/COUN?~ <br /> <br />DATE: JANUARY 13,1987 <br /> <br />SUBJECT: WATER SYSTEMS RULES AND REGULATIONS REVISIONS <br /> <br />The District and County Water Systems are currently making <br />preparations to implement mandatory mimimum billing to those <br />customers who have purchased connections to the water systems, <br />but as of yet have not started actually consuming water. <br />In so doing it has been called to our attention that the policy <br />may not be totally clear on this issue. The item in question <br />is addressed in item IIM of which a copy is attached and <br />highlighted. <br />I would recommend that this item be revised to read as follows: <br /> <br />M REFUSAL TO ACCEPT SERVICE <br /> <br />should any person pay for a connection to the system and after <br />that connection is installed not use the service or at least <br />pay the monthly minimum fee as established in the rate schedule, <br />then the service will be made unusable, the outstanding bill <br />subtracted from the customers security deposit, and any <br />remaining deposit returned to the customer. If in the future <br />if the person desires service, the connection fees and deposits <br />in effect at that time would be required for the service to be <br />reactivated. <br /> <br />A second item that needs to be addressed is concerning the <br />sell of water thru master meters. This applies to areas such <br />as mobile home parks, apartments, and other public utilities <br />as addressed in item IIIA and III I of the policy. The current <br />policy calls for a-mimimum billing to be based on the number of <br />units served times the normal residential minimum. This would <br />require that each complex or development be canvased or units <br />counted each month to determine the minimum charge. In reality <br />seldom would this minimum apply therefore. I recommend that a <br />master meter rate be established at the standard residential <br />rate with the minimum usage calculated based on the current <br />non-residential minimums. <br /> <br /> Vx; g ~- I <br /> <br /> <br />
