January 26, 1987

Hr. ~illiam A. Garrett, Jr.
N. C. Department of Transportation
P. O, Box 25201
Raleigh~ North Carolina 27611

Dear gill,

I received a letter from Hr. L. Phillip Hazel, Jr., President of Catawba
Valley Aviation, Inc. This letter is in response to a conversation Phil and I
had January 12th at the Cabarrus County Hearing. During the opposition%
presenta tions~ there seemed to be an implication toward number one--a doubt as
to a need for a General Aviation Airport in Cabarrua, and two--a doubt If such a
facility would be economically Justifiable. I think you will agree both these
items are addressed head on, and the letter is reassuring that the "Poplar Tent"
site in Cabarrus is the place for a General Aviation airport and it could be the
number one G A facility in North Carolina. How emphatic!

True, Mr. L. Phillip Hazel, Jr. is tn the business of providing fixed base
operations (FBO) for G A airports, and his statements must be read with this
bias. Additional comments Phil had during our conversation at the hearing dealt
with residential construction around a G A nirport. Here again Phil was
reassuring that C A airports do not reduce property values or discourage people
from building their homes in close proximity to airports.

I must commend you for the orderly and timely hearing that you conducted
for the Department of Transportation here in Cabarrus County January 12~ 1987.
Both sides certainly had ample opportunity to present their thoughts. Many of
the presentations reflected study and research to present detailed
information, All participants are to be cougeatulated.

Sincerely, ~ /

~llllam S.
