We are not in a p~sition to send the Final <br />En¥ix~n~ntal Ass~_ut (EA) as we have not received the Public Hearin~ <br />Transcript. Please send any additional letters and other documantation to <br />us that you hava re~ei%}ed for inclusion in the Final EA. <br /> <br /> I am sending several pages from the Financial Plan, f~aptar H of the <br />AMPR. ~ese pages discuss our recommendations to you concer~ the <br />qoverning and operation of the proposed aixport. <br /> <br /> We believe an Airport Authority will provide the most effective and <br />efficient means to gov~'u~ the airport. In term~ of operation, we advocate <br />close control by th~ County (Authority) retaining the fuel concession. <br />I~ui/e many may argue that retention of the fuel con~ion will keep <br />quality s~rvice provider~ (fixed base operators) from wanting to operate <br />from the proposed Cabarrus County Airport, it will require incentives on <br />the part of the County to attract the quality service provides. ~his is <br />%fnere the Authority proves invaluable. <br /> <br /> An Airport Authority will be in c~e of the proposed Airport. <br />Certainly given the importanc~ of the issue locally, Authority <br />accountability to the County Boar~ can be ~ through the mamker~ <br />ap~ointad to the Authority L-y the I~isl~tur~ who would reflect the Board <br />of O~mis~ioners' concerns. From this point, an Authority would be <br />responsible for pursuing land aoquisition, consultant contact, coordin- <br />ation with local, s~ate, and federal agenoies, as well as reporting to the <br />County Board. As a creature of the State, the Authority's ability to <br />conduct business to make the airport suo~essful will be done by people <br />~hose eYeryda¥ busir~q is airports. Hence, the k~siness acun~n required <br />to make the airport financially successful will be theirs, as well as <br />liability, profits, and losses. <br /> <br /> <br />
