This person <br /> <br />would be responsible for preparing all the required information for the <br /> <br />Authority members concerning land acquisition. Having the power to <br />negettate land prices and for condemnation of land, if required, the <br />A~thorlty would provide great ass£stance to the County Board o£ <br /> <br />Commissioners. <br /> <br /> The Authority Director would permit a single point of contact for <br />engineers, architects, planners and contractors, will provide an agent for <br />the Authority in day-to-day matters and viii permit the Director to become <br />thoroughly familiar with the facility for which he will ultimately become <br />responsible. The Director can also assist the authority in complying with <br />the multiple requirements for coordination/approval of plans and construc- <br /> <br />tion with County. State and Federal agencies which will have an interest <br />in the aix-port. The Director may provide the coordination of public <br /> <br />hearings that are an inevitable requirement of all such endeavors. <br /> <br /> The Director would head a small staff which would have the <br />administrative ' capability to provide the necessary clerical and <br />administrative record-keeping thac will inevitably arise 'from such a <br />venture. The capability should start with a small staff (usually from <br />existing employees) and grow only as requirements dictate. A <br />financial/bookkeeping capability would be established, to assure that all <br />funds are properly accounted for in keeping with applicable rules, <br />regulations and legislation applicable to the type of funds involved. <br /> <br /> An Authority would have the jurisdiction to sell bonds even though the <br />expected County dollar involvement is no~ great. <br /> <br /> During the years of airport construction and the initial years of <br />operation may require County financial assistance. ~hile ~he administra- <br />tive time is likely tO he substantial, the accounting of this time would <br />not be any greater whether an Authority was responsible or the County. <br />Someone will have to be coordinating and handling these activities and <br /> <br /> 7 <br /> <br /> <br />
